According to the Highways Agency more than 2,000 motorists stopped on a motorway hard shoulder last summer even though they were not involved in an emergency. Traffic officers reported a bizarre range of reasons from picking flowers to taking photos. The hard shoulder is an important motorway feature and must not be used wrongly.
